		<description>Yeah, that&#039;s actually a really good suggestion.  Maybe the law-makers should come up with it.  They would have to figure out what to do with all the cars people drove TO the bar, but that&#039;s a secondary worry.</description>

From what I&#039;ve read, the restaurnat and bar where Hancock wound up before the fatal accident offered him a cab ride home and he refused.

It might be better if bars and restaurants got patrons to sign a standard form at the beginning of the evening authorizing the bar to provid them with alternative transportation if they were really drunk.  By the time they are smashed, their decision making powers are totally lacking, and they turn down the alternative transportation offers.

What a senseless tragedy.</description>
