
After heavy consultation, the NFL Competition Committee is unveiling their new proposed catch rule with simplified language.
Under the proposal, the usual requirements of control and two feet down in bounds remain, while also requiring a “football move” such as reaching for the line to gain or taking a third step.

The league still has to approve this at its annual meeting, so the change is not quite done yet.
Notably, there’s nothing in the rules about “surviving the ground.” Whether that eliminates confusion and controversy in that regard or just makes the requirements less clear remains to be seen.
