The real guys who talk about Topszn the most and seem to be the creators of it are OVO Ryan and OB O’Brien.
OVO Ryan is Ryan Silverstein, who is a member of Drake’s crew and said to be Drake’s cousin and manager. He often travels with Drake, is a proud member of the group, and even has an owl tattoo on the back of his arm. He is also dating Shay Mitchell, a Canadian actress who plays Emily Fields on “Pretty Little Liars”:

OB O’Brien is a rapper who is also part of the crew. Like Drake and Ryan, O’Brien is Jewish. He is distinguished by his long beard.

Both Ryan and O’Brien were featured in Drake’s “Started from the Bottom” music video. The two are employees in a store and do a funny skit. During the skit, a hot girl comes up to the counter to check out and O’Brien helps her. She asks if something is on sale, and O’Brien gives her a lip ointment instead.
“Topszn is the regime, babe. I can’t tell you anything else. This is medicated lip ointment,” O’Brien says.
Based on that line from the video, I’m led to believe that Topszn might even be used to make a type of marijuana lip balm. Yes, such a thing exists, and this forum explains how you can make it.

So, while it sure looks like Topszn is the name of a marijuana they like to use, I think the gesture and name “Topszn Regime” represents something else. I think Topszn is just the name they give themselves and it signifies they are at the top and getting famous, making money, and all that good stuff. Did you ever make up a crew name with your boys back in the day? Topszn seems to be the same thing, only these guys are super famous and able to publicize it on high levels.
I would equate the Topszn gesture to people throwing up the Illuminati diamond that Jay-Z does. Just like LeBron James throws up the diamond because he’s in with Jay-Z, Manziel does the Topszn thing because he’s tight with Drake’s crew. Other athletes have done the same symbol, probably just because of a monkey see, monkey do type of thing. But I would say throwing up the Topszn gesture is similar to throwing up the Illuminati sign. Some who do it are actually in the click, while the majority of people are not.
