I have not looked at all pac man's crimes but I will bet that some are related to non violent offenses so to say he has been arrested unjustly before would not be an outrageous statement. Many laws are just written to be broken & collect fines , etc. The USA has 25 % imprisoned people in the world but only 5% of the world's population.
