
The NFL is moving forward with plans to open team facilities where possible.
In a memo sent to all 32 teams on Friday, commissioner Roger Goodell said that team facilities can begin to reopen on May 19 if state and local regulations permit. No more than 75 people can be present at all times, and any cases of COVID-19 must be reported to league offices immediately.
In addition, in order to maintain competitive balance, no coaches are allowed at facilities. Players are only allowed if they are undergoing medical treatment or rehab work. The statement does say that there is an expectation that coaches will begin to be allowed in “in a relatively short time.”

The league is moving understandably slowly in its reopening protocols. Group activities and workouts are still a long way off, but this is at least step one in a very preliminary plan.
